Aspiring / Arriving / Acquiring - needs resourcing / recruiting
Becoming / Booming / Blossoming - needs refreshing
Comforting / Complacent / Coasting - needs reform
Declining / Decaying / Dying / Done(-in) - needs re-inventing
Exstinct - needs removal
